Denver International Airport is right near Denver Colorado, the "Mile-High City". Also surrounded by the Rocky Mountains. Denver has been chosen by the U.S. Government as a C.O.G. site, in case there is a problem with D.C. operations.

If those buses WERE something to do with CoG, maybe it's to begin setting up things like computers etc. so that if/when something happens which requires a quick reaction, everything will be in place to make the transition as seamless as possible.
