I don't know about the r0 and the maximum length of incubation period but the problem is that all of the governments, not just China, are not giving the real picture of what is happening while they do not even try to give advice to their citizens. They either want us to contract the virus or they cannot do that because they know it is inevitable even under strict measures (martial law etc etc).
