This is simply impossible unless those "homeless" were on military property.
The US military have zero authority to arrest any civilians outside of their clearly marked locations.
Military personnel can be assigned to assist civilian authorities, but under the civilian (non Federal) LEA's command.
Something is missing from the OP.

there were no handcuffs.. no one was arguing with the uniforms and they were all lined up and waiting to get on the bus.
Since I was slowing driving by with the other rush hour traffic.. I found it very strange for a Military Bus to be parked there.
When I got to the base.. (another meeting with not enough Tums or Rolaids in the room) I asked one of the Bars and Stars about it. Joking that it looked really strange.
One got a really weird look and they all of a sudden had to get back to their offices.
I recognized the look/attitude and decided that I would not ask any more questions.
But that does not stop me from asking if this is happening anywhere else in the Country...
there are a lot of Bases across this country.. someone must have seen something like this or knows something about this.
