Well, there's already been people getting into fights over food at the grocery markets, along with a couple of stabbings.

People get stupid when they're hungry.

Nobody is even hungry, yet.

People are fighting over TP and water like they don't know what a washcloth is and think the water plant is going to be down for a year.

Paper factories are going to keep running.
Water facilities aren't going to shut down.

Everyone should absolutely keep emergency food on hand, but filling carts up like you'll be stuck in your house for months on end is just silly.

75% of the population was wiped out in the 700s from a smallpox epidemic and there was no anarchy.
In the Middle Ages you had plague after plague, earthquakes flattening cities, starvation after starvation. There was no anarchy, but you did have organized power blocs (armed temples, Shogun families, provincial stewards) start to fight and it was bloody as fuck. But the average person did not go nuts in the street (though there were times it came close).
After WWII and two nuclear strikes, most cities had been flattened. Not a hand was raised against the occupying forces.
After Fukushima I personally witnessed people who had lost everything including family members waiting quietly and tearlesssly in line for instructions.
This country will prevail.
