I have been noticing the seal missing as well. When he was in the Rose Garden on March 13, the seal was there and others also spoke at that podium. After that I have not seen the seal. He declared a National Emergency that day and FEMA took over.

Obama did press conferences sometimes without the seal in that same room (the Brady Briefing Room):
