I don't know who said what's in the OP but if it came from Pence or someone in the administration I would assume they're talking about warehouses full of shit that someone is planning on making a killing on. There was just that truck driver busted with an 80K lb load of toilet paper that he was stealing and trying to ditch in a warehouse.
