Patients with COVID-19 infection are treated with hydroxychloroquine and azithromycin.

The question is not one of efficacy. It works when used early because it reduces viral load and buys time for your immune system to mount a defense. The problem: Hospitals bought up all the supply and are reserving it for the worst patients, those already too far gone. The production capacity and current supply is not enough to outpace the infection rate. Day late and a dollar short. Damage is done.

The idea some have stated that doctors wait until patients are severe enough to require ICU/vents (because the untested cross-use of the medicine could have side effects) is brain dead. This situation is dire - affecting national health, national healthcare stability, the economy, social order, etc.. All patients who are bad enough to enter the hospital should immediately be told about the option, about the risks of the medicine, and about the risk to those hospitalized (% that move on to ICU, very low % that walk out of ICU), and be allowed to decide for themselves, maybe even encouraged to take it.
