This increase brings total FY 2019 humanitarian assistance funding requested in the IDA and MRA accounts to $6.4 billion, a 21 percent increase over the FY 2018 Budget Request. Of this total, the MRA funding request is increased to $2.8 billion in the FY 2019 Budget, $54.2 million above the FY 2018 Budget. Humanitarian needs - driven largely by ongoing conflicts in Syria, Yemen, and elsewhere - remain high. But going forward, the Department and USAID intend to use U.S. government humanitarian assistance and diplomatic resources to strategically leverage other donors’ contributions, maximize the performance of all humanitarian operations, and fund relief-development coherence activities and other programs that will reduce or prevent humanitarian needs in the future. In lieu of an OCO transfer authority in the general provisions of the FY 2019 Budget Appendix for the Department of State and Other International Programs, the Budget requests authority to transfer and merge base funds between IDA and MRA as needed to respond to evolving humanitarian assistance needs.
