Let me be clear. I would expect a president of a country to have more information then every citizen of that country. I would fully expect that president to down play a situation in order to slow mass panic.
Now, let’s really learn something here... the moment the president declared a state of emergency, he had no further effect on the states. At that moment it was up to the individual states to adopt a policy to stop the thread. The president is now an observer.

They see the truth. The best or only counter to all of this is confusion, doubt is strongly needed and used in dangerous situations. It's not ideal, but maybe it buys a bit of time.
