and what would make it different to a hospital in NY where it's been documented that there is f.a going down and a bay full of ambulance sat doing nothing.

If it's as bad as they say, i'd expect to see an exclusion zone, EMT's wearing PPE from top to toe etc and not one member of staff displaying normal traits of someone working in a normal environment. ie; Looking Happy and not bovvered.
