While we cannot discount that it was a Bioweapon we also cannot discount that they were trying to do intentional anti-viral studies and it accidentally got out. What we can do is to look at who was responsible for allowing the NIH to lift the ban on Gain of Function testing in 2017 and follow the trail from there. At the end of the day though that is just finger pointing, the truth is that it is now real and a lot of people are going to die needlessly because that testing ban was lifted.
