As I understand the masks do 3 things:
1. Prevent infected people from spewing their virus.
2. Help remind people not to touch their face.
3. Possibly prevent inhalation of virus from air.
Quoting: Elihua in the german articles, they are saying that this is only to help prevent spread by preventing infected people from spreading it. i assume the masks that are being distributed will be the surgical mask variety, which would likely prevent spread from an infected person into the air (allowing spread) but much less able to prevent breathing in infected air like an N95 mask. either way it will probably help to contain it.
