Kentucky's governor just signed an executive order declaring the same thing. If you come into the state you will go under quarantine. No one is allowed to leave the state unless it is for "life essential" activities.

Extreme times require extreme action. I understand why Texas is doing this. Louisiana's infection rate and fatalities is right behind Washington state and Michigan, and moving upwards. State governments are given broad powers to preserve the health and safety of the people in emergent situations, and that is what the Governor of Texas is doing. When the threat is gone, the restrictions end.
