They're not telling us the whole truth. I don't think they have a handle on this thing at all. These measures are when you've lost control of the situation completely. These are maximum containment measures. If the virus gets past this, we're all going to die.

I suspect those in the loop have been informed of something top secret and it's so bad, they're not going to tell the public. I've never seen measures like this for anything.
