If two out of these three questions is yes then the government overstepped it’s bounds.

Shouldn’t any hospital (privately owned by the way) have the appropriate PPE To supply it’s employees for any foreseeable problem? Don’t all hospitals practice for pandemics, terrorist attacks and other mass casualty events? Don’t hospitals have procurement funds for such events?

If yes to any of these questions then the hospitals should be legally liable for the harm their corner cutting has caused.
