Not sure who did it and why but Im pretty sure it was intentional. How do I know? Greed gets everybody in the end. 6 months before Covid Trump quietly passed a bill to eliminate the home office tax credit. That's where if you part of your house for an office for work, you can write that part of your house off to taxes. That wasn't just a little tax break it was a huge tax break for people with dedicated home office space...6 months before Covid. very little press. hidden in a tax break. Go look it up.
