Regardless of who is annoucing this, it's a propaganda campaign to let ppl know that the one's who thought they were in control are not. It's a warning, or a message, or just letting us know that a campaign is under way. This is the exact thing that the army, air force do when entering an hostile country. I agree that people need to be prepared, though at this point it's a little late in the game. However, if anyone thinks they can live off-grid without being tracked or without tptb knowing, you need to think again.
