I have a friend who lives there. He is able to travel for necessary helping of others. Duterte said that if people are not obeying orders to stay at home, defying them and then are threatening the police with harm that the police have a right to defend themselves with deadly force.

Duterte has bragged repeatedly of personally killing drug dealers, and even throwing them out of helicopters.

The REASON for the upheaval was that they have been locked down a month and have ran out of FOOD.
My family’s men were trapped an hour away with the lock down so two females with six kids are locked down and do not have stores within walking distance.
