So if you have a barn in Sleepy Hollow NY, close the door, use the blower inside there. They won't even know you're doing it, because you're inside. And the ban probably only applies to lawns. But outdoors, just mulch the leaves. Mow over them and in a week or two the grass will have grown up over it, and you've just added fertilizer into the soil. The blowing is just makework for the crews of illegals, not really necessary. .
