The goals are changing constantly without consistency as the initiate is confused and disoriented... how fatal is the virus... lock down ends tomorrow... no its been extended another 2 weeks, etc...

Mind control and programming and instructions are offered via TV media... government stimulus money to calm the masses.

As the spell is completed and repeated over and over, the society is seemingly killed economically (too bad for small business).... and to be later raised up out of the coffin to the new normal.... ie. social distancing, masks, purchase quotas, and innumerable other societal restrictions of the new order being constantly defined.
