Sounds like the tests read wrong. I don't think it infected people. It says the reagent was possibly contaminated. I think the reagent is used after the sample is taken.

So it looks like reagents are used in the lab process of the test not the swabbing process.

Question is, does it contrin live cultures? AND can they isolate -19 from the other 40 strains? I dont think so, and nearly everyone has traces of some corona in them. So, nearly everyone will test positive.
