This looks like a bit of legislative trickery. Notice in the first note it says this was a place-holder piece of legislation that was later modified to pay for Covid-19 costs...

I'm not saying its right, but nothing about this says (to me at least) that monies were earmarked back last June.

The bill was introduced in 2019 and amended to include funding for CV in March 2020.
Go back and look at the original text. No CV mention, only when amended in March does it contain any mention of CV.

They fucking knew! This was a planned event! Fuck them all!

I dont know. That is why I brought it here. I figured the this is the best place to see it vetted. I wanted to get it out immediately in case it is accurate.

It appears that this is their budget for 2019-2020 and the Covid-19 part is a supplemental appropriation added later on in March 2020.

If you click on "Official Text" you can see all the actions. On March 17 (S3) was submitted and included. That is the supplemental appropriation.

Bill was in, they just modified it.

And then it sat around for 9 months?! The only explanation that makes any sense at all is that the bill was for something else and they changed the wording in March 2020.
