Can they do it? Sure.

Would they do it? It would be certain suicide on their part.

The difficult thing would be determining who was responsible for it. Was it China? Or was it Russia? Or was it Pelosi?

On a side-note, a nuke isn't the ONLY thing that can produce EMP. A close lightning strike can also do it. Very, very weak compared to a nuke. But EMP, nonetheless. It didn't burn out electronics. But magnetized the cathode ray tube of an old TV at the time. All the colors became strongly purple-tinted. It made me realize why those old TVs had a tint control, instead of it simply being hardwired at the factory. Tint control fixed the purple.
