The rules of the simulation are things like our genetic programming (humans have to kill animals to eat, women like thugs thus rewarding evil, etc etc), physical laws (law of gravity), spatial dimensions, the currency of the realm (=gold/silver) etc.

The laws that we make, are the laws that the players created inside the simulation.

So there are things that have been programmed from the simulation creators, and things that we use as rules among ourselves as our tax laws and criminal laws.

The first tend to stay the same. The second can change from year to year, decade to decade, century to century - even place to place. If you steal in S.Arabia your hand gets cut off. If you do the same in Europe you don't even go to jail. Minor offense.
