Each physician received their portion according to their 2019 fee for service revenue
Whatever their % of the 2019 total (484billion) was, that is the % they got of $30 billion. The remaining $20 billion is given by other measures
The only agreement that had to be signed was that you would not collect copays for coved patients

And you can get additional Medicare stimulus payouts so long as you apply for then. The follow-up Medicare payouts should also be forgivable.
