They are trying to figure out some things:

Why did NY and Italy get hit so much worse then California.
Why is India so much better off.

I don't think the numbers are scammed. Maybe a little bit of over-coding going on; but there's only two choices, under-code or over-code. If you don't code suspected covid cases you will undercount because not everyone was tested and couldn't be in the beginning.

Dr. Brix touched on this also... why is DC and Los Angeles rising when NY is now very much under control.

There is likely community spread probably from multi-generational or multiple families cohabitating or visiting without pre-cautions.
