children in state care at 9 months old have been so 'at risk' to have been removed -and at that age , that's usually a combination of physical and emotional neglect /abuse

and that's got to have been obvious enough to get the state involved

to be honest infants removed at that age have usually had a mother being watched in pregnancy - ie drug use / alcohol use or a partner who poses a risk and the mother chooses the partner over the child


if you don't want to the state to make 'best interest ' decisions for your child then look after them adequately yourself
