When En.Ki deactivated the 10 of 12 strands he basically cut most of the psychic abilities of humans. Before humanity's fall they were higher vibrating and could interact with their higher selves...leave their shells much easier without the pain of "death". The frequency fence is two-fold...fall in awareness and a fence around both the EArth...En.Ki/EA/Ptah/Poseidon etc, and around the solar system.
