Trump has the right to step and force states like Michigan to reopen and remove all restrictions.

The 10th amendment does give the states the right to call their own should so long as it doesn't violate the US constitution.
States however do not have the rights given to them by the US constitution.
And if a state(s) violates the US constitution the president has the right to step in and force the state to follow the US constitution and void any laws that violate it.

And these lockdowns and restrictions violate the 1st and 14th amendments and vonya can tracers violate the 4th and 5th amendments.
