It is true Trump could take some action, but only after a court declares the shut down unconstitutional. However, because of the national emergency he might have more power over the states now. He did say he could make the decisions and the democrat governors went nuts so he played along. I think he is allowing them
to destroy themselves. People are seeing the states with the biggest tyrants are democratic states.
