There was a grace period to not be evicted, but you still owe the back rent. This was not a free lunch, just a deferment of payment of rent. They should have been trying to find a new job or move in with a family member. These landlords invested their hard earned money in property to rent out in order to make income and not support project housing. Sorry... The rent strike I know is happening is in commercial real estate. Commercial tenants are refusing to pay rent, landlords aren't compromising. Eventually maybe they'll meet in the middle, but it's heating up as a conflict at the moment. Of course the commercial tenants aren't allowed to open their businesses, so they can argue the places aren't worth nearly as much rent as before, and if they get kicked out, they can rent another place much cheaper. Does it matter if a guy shoots you to take your stuff because through no fault of his own he fell on hard times and needs to feed his family or if he does it to score drugs because he’s a junkie?
