In a nutshell, they are using common sense. (apparently, at least as they communicate to the public).

Forced quarantine is only used in extreme cases where you have a crazy person running around deliberately infecting people.

You don't have to talk to a Contact Tracer, but they hope that you would.

Also, they say that any places being built or turned into an isolation location, are to accommodate people who are willing to quarantine, but have no safe place to do it. (so, probably homeless, people living with 10 other people, etc).

That's somewhat good news. A couple days ago I watched a vid of state rep. Matt Shea discussing the "voluntariness" of the quarantine. The signature form given to a person states that the isolation is "voluntary", but if you read to the end of the fine print it says that if someone doesn't quarantine voluntarily, the state/county can obtain a court order to enforce the "voluntary" quarantine.
