Check this out. By "publicly available" do they mean through FOIA requests? If so, this is a very good thing. (b) The White House Office of Digital Strategy shall sumbit all complaints described in Section 4 (b) of this order to the working group, consistent with applicable law. The working group shall also collect publicly available information regarding the following: (i) monitoring or creating watch-lists of users based on their interactions with content or users (e.g., likes, follows, time spent); and (ii) monitoring users based on their activity off the platform. In their dystopian future, there was an AI in place creating comprehensive profiles on all of the people on the planet... preventing them from succeeding and isolating them from the rest of society due to their "unsavory" character flaws through monitoring their interactions in life. Are we about to get a glimpse into the profiles they have created on all of us to see how they are silently "downranking" certain people?
