Some facts.

The keys for these vehicles are locked into a secure cage in most postal facilities. NOW this is not the case in all USPS Post Offices, but in most I have seen through out the my former career.

They officially closed that facility earlier today.

Pretty sure they shipped out all mail/packages in the facility that were there. Theoretically they should have removed the tills, contents of the safe room, and any "certified or registered mail from that safe room....

If it was picked up in that district/zip then it would have already reached the plant.

If it was out for delivery in that district/zip then it should have been moved to the plant until they reopen.

Uhm, It is city/state jurisdiction for murder, looting/theft, arson, public intox, vandalism, assault and the rest. If you want to be "technical" over the fact that city/state are federal then yea...but...that was not the point.

Theft, destruction, assault of a federal worker(postal...even though there was none that I am aware of last night) are considered Federal offenses and penalties for those are not dealt with by the city/state govts.
