Bottom line is don't go to a riot unless you are willing to risk getting arbitrarily arrested or hurt. I have seen plenty of riots reported before where innocent bystanders walking home from work during a riot have been arrested along with rioters by the police because everyone is considered rioter if they are in the vicinity of a riot even the press sometimes is too. When you know there is a riot going to take place you stay home and don't get involved. That piece of advice of course isn't going to work for the press who are sent to cover the news story but they should be mindful that is like war zone they are stepping into.
