I lived through the student riots in Berkeley California as a child-- and I learned first hand that tear gas works really well to disburse crowds-- that stuff stings and everyone runs to the garden hose!

Insurance does NOT cover riots or wars so all of the business' are screwed. Nobody including the cities will collect a dime.
