I watched the Governor and the mayor's press conference at 2 in the morning. It was quite obvious they had been shook by something, I believe it was the President and the Pentagon.

He did say they had been in touch and offered aid and he "was considering it" as his police and the NG are outnumbered, but he'd "wait a few days".
Then he proceeded to give out information of police numbers, where they're stationed, etc, all good info for the insurgents to put to use "in the next few days".

Then the press there started yelling at him your question, where are they and why aren't you getting help pronto?
