It's this odd, chemical scent that you'd notice every time you walk past a canal, or artificial lake. Ive been smelling it in France and The Netherlands. If it were a common natural smell, I'd have certainly recognised it from childhood. But it seems new. Does this have to do with spraying/stuff they put in the air/anything of the kind?
