Does anyone else notice the Chemical / soap smell near public water?

I've been noticing this lately. It's this odd, chemical scent that you'd notice every time you walk past a canal, or artificial lake. Ive been smelling it in France and The Netherlands. If it were a common natural smell, I'd have certainly recognised it from childhood. But it seems new. Does this have to do with spraying/stuff they put in the air/anything of the kind? I'm quite sensitive to smells and even though it seems like a 'soap' smell it doesn't feel right to me; the opposite rather. Try to take notice.
