Nuclear reactors work by their fuel heating up hot enough to boil water. Also, anything that survived re-entry would be extremely hot just because of friction, but unless it was several tons worth, it would quickly cool in water. Granted, most modern satalite reactors work via radioactive decay, thermal-electrical generators, but...
