Most of the time, it's wind. Not sure about this one but it sounds like some kind of pressure relief valve with steam or something.
Quoting: Mist Walker I'm a Head Operator at a power plant w/25yrs experience. I have had my share of hearing safety and relief valves lift, natural gas (up to 400psi) and steam (600 to 2600psi) and these sounds are not similar to what I've experienced at all!!!!!
