Most of the time, it's wind. Not sure about this one but it sounds like some kind of pressure relief valve with steam or something.

I have had my share of hearing safety and relief valves lift, natural gas (up to 400psi) and steam (600 to 2600psi) and these sounds are not similar to what I've experienced at all!!!!! If you listen to the person on the tape, he says there are NO factories nearby. No Industrial sites nearby. Whatever it is, it's not mechanical.
