I shared this with my brother and he said hes heard it before call my he said it is owl screeching. Even found a wildlife video and at the end you can hear the owls making the same sound. They also fly high up in the sky at night looking for prey on the ground.

The bird doesn't have the lung capacity for that much of a sustained vocal screech owls do...... they are the creepiest thing to hear imaginable. I'm in ohio, and one night I was awaken by what I thought was a baby being murdered..... scared the crap out of me.... I got up and went running down the bike path to see if i could find the source, finally figured out it was a screech owl
