It sounds nothing at all like steam being released. Never had these people heard a sound like this before, and they live in that area. Unless this is the first time it's happened, ever. Yep. The people in the area wouldn't be alarmed I'm sure they test that valve often a pressure relief valve is pretty damn critical unless you want a huge explosion. I bet they test it at least once a month. Everyone from there would be familiar with that noise, but they aren't. To everyone saying malfunctioning yada yada, THIS is a safety valve Does that sound at all like it? And what about the warbling, the link is on the previous page of another video where you can hear a warbling noise. Two different sound sources.
