Shit like this happens when you have massive civil disturbances, that’s why there’s a curfew. It helps sort out the peaceful from those bent on mayhem. The group, including the chef, was violating the curfew during riots. Police and guardsmen have a right to return fire under such conditions, as the Fact that no one in the crowd had fired is immaterial - if they had not put themselves in harm’s way by violating the curfew, the beloved BBQ chef would be alive now.
