Of course governors can make disaster declarations.

Abbott is about as far away from BO politically as anyone can be.

It's not a hoax when rioters are bashing, burning, and beating up people. The motive for the riots might have been a hoax, but the riots are real.

I want to know if Gov. Abbott is really telling people to arm themselves without the need for a pistol carry permit.

This law was written only for evacuations from a disaster zone, or if returning to it afterward. But the entire state of Texas is now a 'disaster zone', so it seems it would not apply unless you could prove you were evacuating the state.

Maybe a defense to prosecution might be if you were bugging out from a city that was in a riot at that time, and your house and/or vehicle was under immediate threat of your pistol being stolen from it by rioters. But I wouldn't count on it.
