That WHO report was all over the news, CNBC anyway, and Scott Gottlieb was interviewed and debunked it. It doesn't make medical sense that one would be contagious only when symptomatic, esp. for a virus that has that HIV-like part that suppresses symptoms for a long time.

The WHO seeking to amplify the demonstrations and put down any reason they might slow down, from the wording they used.
