No real punishment - they are allowed to go free and then are leaders among their packs, their cohorts, and to live up to that, they must lead the cohorts to do even worse.

What has happened to us? Why is this accepted behavior? Why so often do people just stand by and watch? I don't think it is shock, nor is it simply not wanting to get involved.
