I've been pulled over for going to slow and I know plenty of other people who have as well. If it's because I'm black, somebody should probably tell my parents and dig up multiple generations of my family going to back to when they came here from Scotland. It can legally be considered a hazard, it ties up traffic and blocks emergency vehicles. Cops also tend to find it suspicious when you slow down because you see them if you weren't speeding in the first place.
