Cop was a prick. Seemed to be looking for a drug bust.
A person traveling with drugs might drive under the speed limit to avoid being stopped for speeding. Turns out that's not a good idea.

This. 65 is perfectly acceptable especially if traffic isn't heavy or during rush hour. Too slow and suspicious would be like 45-50 mph or under.
