Rational thinkers realize that regime change has just occurred in North Korea and will be putting diplomacy on a new track. They also recognize that maybe they don’t know what’s really going on under the table.

Is it normal for NK to put out statements like this before an action? They will be looking to what China is doing in HK and wondering if they can make some gains as well with the virus crisis.

The Chinese particularly when they want to change the terms of a long negotiated contract (business) they usually change the negotiator with a new face unknown to their partners, while the old negotiator just disappears (moved to another city etc).

If that is valid for the North Koreans, the change of the public face with someone very close to the leader (his sister) yet not the supreme leader himself (and not the change of the supreme leader as such who is still in charge) could mean a lot. And it comes with a changed style of words and action. More feminine and passionate. She warns before she explodes the bomb/missile "under the command of the supreme leader" her brother.

Kim doesn't talk because he feels bond with Trump to certain degree at least on words. For the Chinese/Eastern psychic it matters a lot the personal honor made by the strongest man on the planet (Trump). And also because Kim wants to keep a tiny door open for negotiations, before or most likely AFTER whatever action they have decided to do.
